ARM: UniPhier: move platform devices to SPL

Since we do not have OF_CONTROL support for SPL, platform devices
are necessary to enable Driver Model on SPL.

To prepare for that, move platdevice.o to SPL and enable it by
CONFIG_SPL_DM.
